If citizens in communities organize themselves into a participatory and widely representative framework, build their capacity, empower themselves with data, share these data with relevant stakeholders, and plan together with these stakeholders, then sustainable development will be achieved. The Community Profile is a critical foundation document providing local stakeholders with the information required to guide policy development, plans and programmes.
